JOB SUMMARY
The Payroll Distribution Manager will be responsible for all transactions related to posting personnel expenditures to sponsored accounts. The position will also review and approve faculty release time appointments and cost sharing of personnel effort, assist the adjunct Director for Grants Management with various projects, as well as supervise a small team of labor distribution staff.
ESSENTIAL FUNCTIONS
   » Review budgets and make determinations on allowcapability, alloccapability, and reasonableness of expenses charged to sponsored accounts.
   » Perform in-depth review and approval of faculty release time appointments.
   » Perform calculations and complete required forms necessary for input into the business system.
   » Monitor monthly reconciliation reports to ensure that the appropriate reimbursement amounts have been generated.
   » Supervision of payroll distribution staff; includes providing training and guidance on all applicable policies, procedures, federal and sponsor regulations, as well as distributing and monitoring workload assignments. 
   » Identify sponsored awards with cost share commitments and initiate the appropriate paperwork to document personal effort cost sharing. Review monthly monitoring report to ensure compliance with sponsor requirements.
   » Monitor payroll suspense, payroll shortages, and payroll overpayments to ensure appropriate and timely corrective actions are taken.
   » Communicate regularly with Project Directors, Project Administrative Staff, and sponsored funds staff regarding the status of release time appointments and cost sharing commitments.
   » Maintain a strong expertise of the most current versions of federal, Research Foundation and University regulations pertaining to the administration of grants and contracts.
NONESSENTIAL FUNCTIONS
   » Advise and assist with the preparation of various management reports and special projects.
   » Other reasonable tasks as assigned.
General Requirements:
Minimum Qualifications required
   » Bachelor's degree in a related field (i.e. Finance, Accounting, Business Administration, etc.) from a college or university accredited by the U.S. Department of Education or an internationally recognized accrediting organization
   » 2-3 years of administrative practice, preferably in an educational institution
   » Self-directed and able to prioritize tasks to meet multiple deadlines 
   » Able to make sound independent decisions and demonstrate an capability to use a high degree of judgement
   » Detail oriented 
   » Strong written and verbal communication expertise
   » Strong computer and/or analytical expertise
   » Strong customer service expertise
Preferred Qualifications required
   » Familiarity with Oracle accounting applications
   » practice with 2 CFR 200, RF, and UAlbany sponsored programs policies and procedures
   » Prior managery practice
Additional Information:
income Range: $65,000 - $70,000 Depending on practice
Subject to change, this job offer may be eligible for up to 60% alternative workplace arrangement.
