JOB DESCRIPTION

Independent Living, Inc, in Newburgh, NY is seeking to hire a Regional Director of Peer Services to supervise programs that work with individuals toward their recovery goals by providing supports and services to help them achieve their maximum potential.

Independent Living, Inc., is a progressive and dynamic cross-discapability services organization and a leader in the provision of peer services in the Hudson Valley region. As the Regional Director of Peer Services , you must be a mental health and substance use disorder peer and have a working expertise of the mental health system and recovery process (including but not limited to 12 step programs, Self Help and other alternative methods). Must also be comfortable with self-disclosure as needed. Bachelor's Degree, preferred, with commensurate practice. A minimum of five years of management/managery practice, preferred as well.

tasks AND RESPONSIBILITIES:
   » Provides direction and technical support to Independent Living, Inc. (ILI) Peer Mental Health Services. Acts as function model and motivates through hope and inspiration while supporting many pathways to recovery.
   » Responsible for creating peer support training. Also responsible for training staff to teach others the expertise available for recovery so that they may internalize a sense of wellness and self-worth. Supports and teaches recovery principals and recovery tools and models personal responsibility, self-advocacy and valuableness.
   » supervises programmatic aspects of Reach One peers in Orange County (and offers consulting support to the manager in Rockland, Ulster, and Dutchess counties), providing a regional peer support network for individuals with a psychiatric diagnosis for two of the four counties in a multi-county recovery center initiative.
   » supervises Onward Program Manager. Ensures programmatic requirements of OASAS funding are being accomplished. Provides support to staff as needed.
   » supervises SOR3 Program Manager. Ensures programmatic requirements of OASAS funding are being accomplished. Provides support to staff as needed.
   » supervises the ILI office at 232 Rt. 17k including ensuring staffing coverage and collaborating with the landlord as needed.
   » Creates plan to achieve the following measurable outcome objectives: 1) prevent hospitalization and reduce recidivism; 2) provide flexible, intensive peer support during periods when individuals with psychiatric disabilities are experiencing increased vulnercapability and are at greatest risk; 3) coordinate and integrate Mental Health and Physical Health services, connecting individuals to effective clinical services, a Primary Care Physician and a Medical Home; 4) stabilization and acclimation in the community, leading to a greater degree of independence and improved quality of life; 5) gainful employment and active participation in the community; 6) portcapability and demand responsiveness of Recovery Center Services; 7) maximization of existing resources, by providing complementary, non-duplicative services dedicated to achieving wellness and recovery, and facilitating constructive community connections; 8) facilitate transformation among traditional services in collaboration with counties and provider organizations; and other objectives as defined by the needs of this project.
   » Offers consulting support to Peer Recovery Specialists in Orange, Dutchess, Ulster, and Rockland to provide outreach, counseling, mentoring, systems navigations and other outcome-oriented supports targeted to individuals diagnosed with psychiatric diagnoses.
   » Meets regularly with agency staff from Independent Living, Inc. (ILI) and Mental Health Association of (MHA) of Rockland to help facilitate an on-going dialogue among partner agencies as well as discuss training needs of individuals with mental illness.
   » Coordinates regular opportunities to provide peer perspectives to all stakeholders of our rapidly evolving physical and mental healthcare systems.
   » Develops expert expertise of contract management and ensures accurate implementation of and compliance with program contracts.
   » Supervises data collection and implementation activities among all recovery staff ensuring accuracy and timeliness.
   » Provides support and feedback on scheduling, consumer file management, statistical record keeping and reporting of direct reports.
   » Completes all reporting and record keeping within required timeframes.
   » Responsible for implementation and management of Managed Care contracts for the provision of providing behavioral located health services.
   » Acts as professional liaison with state agencies regarding programmatic matters and reporting requirements.
   » Acts as professional liaison with Managed Care organizations relative to contracting.
   » Works in coordination with agency Systems Advocate on systems related issue.
   » Coordinates team meetings, staff trainings and attends management meetings as required.
   » Intervenes as necessary with staff and consumer matters.
   » Develops methods, workshops, seminars and techniques for providing self-help leadership abilities training to consumers so that they can become effective self-advocates in conformity with the Independent Living philosophy.

Requirements
   » Bachelor's Degree, preferred, with commensurate practice.
   » Prefer a minimum of five years of management/managery practice.
   » Minimum five years working with individuals with mental health diagnoses.
   » Advocacy of two or more years, preferred.
   » Must complete approved advocacy training programs within the first six months of employment.
   » Must be a mental health peer and have a working expertise of the mental health system and recovery process (including but not limited to 12 step programs, Self Help and other alternative methods).
   » Must have personal lived practice as a former or current user of mental health services or have personal substance use recovery practice and be comfortable with self-disclosure as needed.
   » Bilingual English/Spanish a plus.
   » Personal practice with a discapability a plus.
   » expertise of ASL also desirable
   » expertise of ADA, mental health laws and systems, Social Security Programs, Work Incentives, Entitlement Programs, supported employment, Federal/state/local services, laws and systems related to individuals with disabilities.
   » Clean driving record.
   » Have expertise of histories, patterns and issues contributing to Mental Health and Substance Abuse recidivism.
   » Honesty, respect for diversity, high personal standards, professional language and behaviors reflecting such values and the Independent Living philosophy.
   » Demonstrated expertise of the mental health system, ADA, Systems, etc., and related counseling and record keeping methods.
   » Demonstrated capability to recognize the need for and facilitate connections between consumers and IL and other discapability related services.
   » expertise of local, statewide and national discapability related issues and community dynamics.
   » Excellent written and verbal presentation expertise.
   » Must have very strong people management expertise.
   » Must have strong project management expertise and the capability to supervise data outcome production for each employee.
   » Must have strong leadership abilities qualities, capability to negotiate and remain impartial.
