Benefits Specialist

Overview

Hudson Valley Credit Union is currently recruiting for the position of Benefits Specialist. Primary Function: Responsible for the day-to-day administration, interpretation and education, for employees, retirees and managers, of HVCU health and welfare benefit and wellness programs. Assist with the design, development, implementation, management and on-going review of HVCU's employee health and welfare benefit plans to ensure that programs are current, competitive and in compliance with legal requirements.

Responsibilities

   » Responsible for the day-to-day administration of the employee health and welfare benefit programs, including voluntary plans, in compliance with carrier contracts for the purpose of providing maximum coverage to active and retired employees within contract specifications. Ensure compliance with all Credit Union policies and procedures as well as Federal and State regulatory requirements, such as HIPAA, ERISA, DOL and IRS requirements. Interpret and apply law, regulations and policies as they relate to the health, and welfare benefit programs. Stay abreast of current trends and regulatory issues surrounding benefit plan design and administration.
   » Reconcile enrollment and billing to employee/retiree records, i.e. COBRA, retirement, and health and welfare benefits, for the purpose of ensuring accurate eligibility, payment information, and compliance with contract provisions. Complete all benefit plan bill reconciliation on a timely basis to ensure quality and adherence to due dates. Responsible for COBRA administration and accounts payable with vendor.
   » Monitor practice (claims, administrative fees and utilization by service/event) and perform benefit cost analyses, providing recommendations for enhancements / changes to existing programs that are consistent with HVCU's benefit objectives and strategies. Participate in the annual benefits renewal process. Provide assistance for creating budget and monitoring expenditures, analyze variances, adhering to department budgets and for the annual budget preparation/formation for the benefit administration function.
   » Conduct New Hire Benefits Orientation located on the Training Department's class schedule. Create, review and coordinate employee communication materials (new hire reminders, annual enrollment materials, Employee Guidelines, publications and Infonet).
   » Coordinate all aspects of annual Open Enrollment. Develop online Open Enrollment process from the construction of the HRIS sessions to the analysis of data.
   » Ensure and audit compliance with all Credit Union policies and procedures, carrier contracts and Federal and State regulatory requirements, such as HIPAA, ERISA, DOL and IRS requirements. Assist with the distribution of Summary Annual Reports and support Health and Retirement Compliance Analyst in compiling data for annual 5500 report filings for health and welfare benefits with the IRS.
   » Active member of HVCU's Wellness Committee. Coordinate and lead assigned wellness-related activities and programs.
   » Perform as the primary back-up to the Health and Retirement Compliance Analyst and all retirement benefit related functions.
   » Adhere to all Credit Union policies, procedures, and regulatory agency requirements. Participate in all required and recommended training and development including, but not limited to, Bank Secrecy Act training (BSA) and demonstrate attained expertise. Participate on Credit Union teams, projects and strategic initiatives when the opportunity arises. Perform additional tasks and special projects as assigned.
   » Embrace and apply HVCU's guiding principles to all activities and responsibilities. This includes the Credit Union's Mission, Vision, Core Values, Employee and Member Value Propositions, Sales and Service Model, and commitment to Lean Six Sigma practices. Support the Credit Union's initiatives by demonstrating teamwork and professionalism.
   » Responsible for regular and predictable attendance including punctuality.

Qualifications

   » High School Diploma, General Education Development (GED) certificate, or state authorized high school equivalent certificate required
   » Minimum 3 years practice in employee benefits required
   » Minimum 3 years HRIS practice required
   » Associate's Degree in Human Resources preferred
   » Certified Employee Benefits Specialist (CEBS) preferred
   » PHR/SHRM-CP Certification preferred
