The Regulatory Attorney position is responsible for providing legal guidance on all regulatory matters directly and indirectly affecting Central Hudson Gas & Electric Corporation. The position requires independent, sound business judgment and frequent contact with our regulators, various business units within Central Hudson, outside counsel and external parties (including customers). The Regulatory Attorney provides insightful, high quality, and timely legal advice and counsel in support of the business units and policy objectives of the Company. The candidate will be responsible for routine legal and State regulatory issues which will occasionally also include regulatory compliance and filings, contract negotiation, and managing regulatory proceedings. The position requires excellent communication expertise and the capability to develop relationships and work cooperatively with regulators, other NYS utilities and third parties on a broad scope of regulatory proceedings and matters. While the position is located in Poughkeepsie, NY frequent travel to Albany, NY and occasional travel to New York, NY is required. What does a Regulatory Attorney do? » Provides advice and counsel on all New York State regulatory matters affecting Central Hudson and the industry to ensure compliance with state regulations and New York State Public Service Commission Orders » Participates in, and provides legal advice on, a variety of state regulatory issues, including general rate proceedings » Works with other New York State utilities to develop joint positions on matters of common interest » Interprets state laws and rules, State Regulatory Commission orders, and guidance documents to ensure knowledge and compliance » Consults with the Company’s executive leadership abilities team and General Counsel on legal issues that may have economic, political or media implications for the Company » Monitors legal developments, including legislation and pending legislation in New York State to assess and advise implementation of and compliance with new laws and regulations; stays abreast of legal developments, regulatory changes and court interpretations of significant topics/issues » Independently manages regulatory filings and compliance items with the Regulatory Affairs team and across the Company » Contributes to projects of significant importance to the Company from a risk, monetary and/or policy perspective » Drafts, revises, assesses, and assists in negotiating contract terms and conditions and commercial documents for various business areas » Researches and drafts legal documents, and assists with negotiations related to those documents » Serves on committees, special projects and/or other assignments as assigned/directed » Possesses in-depth knowledge of issues relating to the utility industry What does it take to be a Regulatory Attorney? Required: » J.D. degree from an accredited law school, license to practice law in New York State, and practice practicing law in the area of state regulatory law » Frequent travel to Albany, NY and occasional travel to New York, NY » practice analyzing complex matters and reducing them to manageable products and communications » Demonstrated effective verbal communication and research and writing expertise, including practice drafting legal proceedings » capability to work as a part of a collaborative team with other utilities and the Company’s business units » capability to manage multiple complex matters simultaneously, take initiative, and work independently » capability to comprehend and analyze technical issues connected with regulatory compliance » Sound business judgment and decision-making » Valid driver’s license Preferred: » Previous practice in regulatory matters before the Public Service Commission of New York State or in general rate proceedings before any public utilities commission » 3+ years of practice practicing law in the area of state regulatory law » practice with state regulation and government affairs for public utility companies; practice interacting with state agencies on compliance matters » Knowledge and knowledge of the utility industry and challenges, including practice with ratemaking this job offer has a career path which allows for advancement opportunities within a job series.
